What is the Malaysia Twinning Program?

Launched in 1992 as a yen loan project, Malaysia Twinning is a program for sending Malaysian students to Japan, called the Higher Education Loan-fund Project (HELP). In the first phase of HELP I, students received two years of Japanese language education and basic engineering education in Malaysia, after which they applied to Japanese universities and started their first year of undergraduate studies. In the second phase, HELP II, the program was changed to two years of study in Malaysia and was followed by transfer to a Japanese university in the second year. In the third phase, HELP III, the program evolved to three years of study in Malaysia, was followed by transfer to a Japanese university in the third year. This "3+2 Twinning" program has continued at the University of Kuala Lumpur (UniKL) even now that the yen loan has ended.
Under the jurisdiction of the Ministry of Rural and Regional Development, only highly qualified students who have passed a rigorous selection process are admitted to this Malaysian Twinning program, which is characterized by an extremely low retention rate. The program has been highly evaluated by both the Malaysian and Japanese governments because of its high level of completion compared to other study abroad programs in Japan.
