Impacts of Typhoon Odette on Road Infrastructure in Central Visayas Region, Philippines

研究目的

The purpose of this research is to determine which district in the Central Visayas Region was the most impacted by damage caused on the national road infrastructures by Typhoon Odette in 2021 and to understand the disaster risk potential of the different districts from the physical and financial perspective.

研究内容

A damage impact assessment was conducted in this study, and it was found that districts Cebu 4th (road), Cebu 5th (bridge), and Bohol 3rd (bridge) were the most severely impacted by physical and financial damage inflicted by Typhoon Odette. To ensure discrepancies in district sizes are accounted for, the severity of the impact should not only be measured directly by the number of damage events and the estimated cost of the damage but also in relation to its ratio to the amount of infrastructure in the district. The analysis of the study can be used as a reference by decision-makers and planners in prioritizing areas with utmost concern while ensuring an equitable and efficient distribution of funds allocated towards maintenance and disaster management responsive to the distinctive requirements and vulnerabilities of every district.

今後の展望

The awareness of the potential disaster risk of the area may contribute to the substantial reduction of damage to critical infrastructures and financial losses in the event of a disaster. This may serve as a planning tool in effectively identifying vulnerable districts to aid in decision-making when allocating resources and prioritizing areas to enhance disaster preparedness, appropriate mitigation, and timely maintenance. Thus, ensuring safe, resilient, and sustainable road infrastructures for the society.
